This sewer inspection video starts at the end of the line near the city tap. You can see how difficult it is to get paper towels moved down the sewer line after they are flushed down a toilet. The type of sewer line is cast iron. Toilet paper is made to disintegrate when toilets are flushed. Paper towels don't have the same characteristics as toilet paper.
